When we use the word meditation, it's the same as mental development. If what the person is doing in a mindful state is actually also going to help develop their mind, then we could say it's mental development. However, when we use the word meditation, it is really formal meditation. Doing something during the day and counting it as meditation, no, we wouldn't use the words that way, although we could say that we're developing our mind.
Some people have to be careful when they say, "Oh, I could be mindful eating my food. I could enjoy every bite of the ice cream. I could be right there." Well, yeah, it's true. You could be more mindful eating your food. You could actually enjoy the ice cream more, but are you actually developing your mind or are you developing more greed? So you do have to be a little careful there. We do want to be more mindful during the day, but as to actually labeling it as meditation, you have to be a little more careful there and really see the intention behind the activity.
